Article I. IN GENERAL |
§ 10-2. Fee schedules.
(a)
Definitions. The following definitions shall apply in this section:
Exterior square footage. Exterior areas shall be those which do not have exterior walls and may or may not have roofs. Examples are exterior porches, screened porches, carports, pole sheds, decks, and similar exterior structure.
Finished square footage means interior heated or air conditioned space which is insulated and finished. Examples are Florida rooms, closets, living areas, toilet rooms, etc. Square footage shall be measured from the exterior walls of the structure.
Unfinished interior square footage. Unfinished interior areas shall be those which have not been insulated or to which the wall and floor finish has not been applied. Examples are garages, basements, and bonus rooms, which are neither finished nor heated.
(b)
Building permit fees. No permit to begin work for new construction, alteration, repair, removal, demolition or other building operation shall be issued until the fees prescribed in this section have been paid to the county treasurer. If an amendment to a permit is required, the applicant shall pay an additional fee calculated on the estimated increase in the cost of the work to be done. No work related to the amended permit shall be done until the additional fee is paid.
The fee for the construction of a new building, addition or enlargement shall be based on the square footage or projected cost for labor and materials as approved by the building official and detailed in this section. If the building official disagrees with the construction cost submitted, he may require a more accurate fair market cost consistent with the Marshall Valuation Service as published by the Marshall and Swift Publication Company. The fee for repairs to and alterations of any building or structure, where there is no addition or enlargement, shall be calculated according to the estimated cost of the work. The term "estimated cost" means the reasonable value of all materials, labor, services and scaffolding and other appliances or devices entering into and necessary to the completion of the work in a manner ready for occupancy and use.
(c)
Commercial permit fees. Commercial permit fees shall be as follows:
(1) All new commercial buildings/structures: a. Minimum/base permit fee $200.00 b. The following permits are figured at $200.00 plus percentage fee: 1. Building permit with estimated cost greater than $5,000.00 ¾% of

cost2. Auxiliary permit with estimated cost greater than $1,000.00 (electrical, plumbing, gas, mechanical, sprinkler, alarm, underground utilities, etc.) ¾% of

cost3. Commercial/public swimming pool ¾% of

cost(2) Commercial additions and tenant buildouts: a. Minimum/base permit fee $200.00 b. The following permits are figured at $200.00 plus percentage fee: 1. Building permit with estimated cost greater than $5,000.00 ¾% of

cost2. Auxiliary permit with estimated cost greater than $1,000.00 ¾% of
estimated
costc. Change of use permit (no buildout/remodeling work included) $100.00 (3) Renovations and repairs: a. Minimum/base permit fee $200.00 b. The following permits are figured at $200.00 plus percentage fee: 1. Building permit with estimated cost greater than $5,000.00 1% of

cost2. Auxiliary permit with estimated cost greater than $1,000.00 1% of

cost(4) Other commercial permits (auxiliary permits included with fee): a. Building permits with estimated cost up to $5,000.00 $100.00 b. Auxiliary permit with estimated cost up to $1,000.00 $100.00 c. Temporary electrical pole permit $40.00 d. Reroofing permit 1% of
estimated
coste. Siding permit 1% of
estimated
costf. Prefabricated carports $70.00 g. Demolition permit 1% of

costh. Tents over 900 square feet $100.00 i. Tank removal or installation permit $100.00 j. Sign permit $50.00 + 2% of estimated cost k. Water and sewer connection permit with estimated cost less than $1,000.00 $40.00 l. Temporary construction office trailer $50.00 (5) Farm buildings. There shall be no charge for the construction of, addition to, enlargement of a farm building (6) Removal of building or structure from one lot to another or to new location on same lot. The fee for a permit for removal of a building or structure from one lot to another or to a new location on the same lot shall be calculated at the same rate as a commercial renovation or repair, with the estimated cost to include the cost of moving plus the cost of new foundations, including labor and all work necessary to place the building or structure in a completed approved condition in the new location (7) Amusement devices. The following fees for amusement devices shall apply: a. Administrative permits (no inspections) $10.00 b. Kiddie ride, type A. Type A kiddie rides are defined as an amusement ride or device designed and operated for use by children up to 12 years of age and 54 inches or less in height, with a capacity of 12 riders or less and taking two hours or less to assemble. These rides do not require inspection if a valid certificate of inspection has been issued by another inspector certified in the state. These certificates of inspections are valid for a one-year period from the date of issuance. Proof of a valid inspection is required to be submitted with the application for a permit. Rides are to be installed per manufacturer's instructions. Proof of insurance is required $10.00 c. Kiddie ride, type B $15.00 d. Major rides $25.00 e. Spectacular rides $45.00 (8) Fire prevention inspections. a. Inspection fees based on total square footage of each structure: 1. Up to 3,000 square feet $50.00 2. 3,001 to 10,000 square feet $100.00 3. 10,001 to 50,000 square feet $150.00 4. 50,001 to 500,000 square feet $200.00 5. Greater than 500,000 square feet $300.00 b. Follow up inspections: 1. 1 to 5 corrections $40.00 2. 6 or more corrections $80.00 c. Fireworks $100.00 (d)
Administrative services fees. The following fees for administrative services shall apply:
(1) State levy on all permits Per building code (2) Departmental routing fee $30.00 (3) Administration fees: a. Amendments, transfers, reinstatements $35.00 b. Extensions, reprints, renewals $35.00 (4) Resubmittals (plus any additional permit fees) $35.00 (5) Reinspection fee (charged when work not ready, not accessible, corrections not made) $40.00 (6) Refunds. If an application for a permit is cancelled by written request to the building office within six months of the application date or within 12 months of the issue date, a refund will be granted. The following fees will be deducted from the refund: a. Residential permits 25% of permit fee b. Commercial permits 25% of permit fee (7) Temporary certificate of occupancy: a. Residential $40.00 b. Commercial $100.00 (8) Public service requests: a. Staff research, computer reports, file retrieval, At cost (per hour) b. Certificate of occupancy search/reprint $35.00 (9) Outside reviews and inspections. When the complexity of design warrants outside review or inspection, the building official shall select a qualified plan reviewer or inspector, and the applicant shall pay the county for these services. Prior to review or inspection, the applicant shall be advised of the necessity of outside services and of its estimated cost if the information is available At cost (10) Other inspection fees. Inspections requested for times other than normal working hours must be reviewed and approved by the building official. The applicant or contractor will be advised of the estimated cost prior to the scheduling of the inspection At cost (11) Code investigation fees. Code investigation fees are charged for failure to obtain a required permit prior to performing or commencing construction work 100% of permit fee (e)
Residential permit fees. Residential permit fees shall be as follows:
(1) All new one- and two-family dwellings (site-built and modular homes): a. Minimum/base permit fee $95.00 b. The following permits are figured at $95.00 plus square footage fee: 1. Building permit, per finished square foot $0.20 2. Auxiliary permit, per finished square foot (electrical, mechanical, plumbing, etc.) $0.06 c. Gas permit (gas piping, fireplace logs, new equipment/piping) $50.00 d. Water and sewer connection permit, each $40.00 e. Mobile and manufactured homes on private property $150.00 f. Auxiliary permit, mobile and manufactured homes on private property $50.00 g. Mobile and manufactured homes in a mobile home park, per unit $50.00 h. Auxiliary permit, mobile and manufactured homes in park $40.00 (2) Additions, garages, attachments, annexes: a. Minimum/base permit fee $95.00 b. The following permits are figured at $95.00 plus square footage fee: 1. Building permit per square foot $0.06 2. Auxiliary permit per square foot above 150 square feet $0.06 (3) Renovations and repairs: a. Minimum/base permit fee $95.00 b. The following permits are figured at $95.00 plus estimated cost fee: 1. Building permit 1% of estimated costs 2. Auxiliary permit 1% of estimated cost (4) Other residential permits: a. Detached accessory structures up to 256 square feet $70.00 b. Temporary electrical pole permit $40.00 c. Prefabricated carports $70.00 d. Demolition permit $40.00 e. Relocation permit (minimum fee of $35.00) 1% of estimated cost f. Swimming pool permit (minimum fee of $35.00; separate electrical permit required) 1% of estimated cost g. Generator (includes electrical) $100.00 h. Spa/Hot Tub (includes electrical) $70.00 i. Chimney Lining $70.00 j. Accessible ramps, estimated value less than $2,500.00 No Fee k. Volunteer/donated repairs, estimated value less than $5,000.00 No Fee l. Temporary/Health Care Unit (detached modular unit) $100.00 (f)
Using or occupying structure prior to issuance of certificate. In addition to other penalties, any person who uses or occupies a building or structure prior to the issuance of a certificate of use and occupancy shall pay a penalty of $100.00. Payment of such penalty shall be made to the building official before the certificate of use and occupancy is issued.
