Chapter 66. SOLID WASTE |
Article II. STORAGE, COLLECTION AND HAULING |
§ 66-41. Containers.
(a)
The storage practices set forth in this section shall apply to:
(1)
All occupied dwellings located in areas zoned residential, business, and industrial;
(2)
All mobile home parks and mobile home subdivisions;
(3)
All occupied dwellings located in platted subdivisions;
(4)
All commercial establishments;
(5)
All professional buildings; and
(6)
All public and private institutions in the county.
(b)
Refuse containers shall be made of durable, watertight, rust-resistant material having a close-fitting lid; provided that commercial establishments, including restaurants, may store refuse in containers which prevent refuse from leaking, spilling or being blown or hurled from the containers and which prevent the entrance of rodents, dogs, cats and other animals, and provided, further, that such refuse containers shall not create a nuisance or adversely affect the public health.
(c)
Each person having refuse shall provide himself with approved refuse containers and shall place and keep all refuse therein.
(d)
Each person having a refuse container under his ownership or effective control shall keep such container in a satisfactory condition so that it will comply with the requirements of this section. The area surrounding such container shall be kept free of refuse and debris which could encourage the breeding of insects, rodents, or other vermin. All such containers shall be emptied and trash and debris disposed of at an approved disposal site within ten days of the first deposit in the container.
(e)
Hazardous wastes shall be stored in containers appropriate for the specific type and degree of hazard present. Containers storing hazardous wastes shall be clearly labeled as to their contents and the type of hazard present.
