§ 66-43. Collectors' permits.

  • (a)

    Any person desiring to engage in the collection of solid waste in the county shall make written application to the county administrator setting forth the following:

    (1)

    The name, telephone number and address of such person;

    (2)

    A description of the equipment to be used in the collection of such solid waste;

    (3)

    The types of solid wastes to be collected;

    (4)

    The place and method of disposal;

    (5)

    A map of the routes served or proposed to be served;

    (6)

    The frequency of waste collection; and

    (7)

    The rates charged or proposed to be charged for the service.

    (b)

    The county may issue a collection permit upon:

    (1)

    Receipt of a bona fide application;

    (2)

    Verification that the applicant possesses a valid business license and has paid all required license taxes; and

    (3)

    Finding that the applicant has substantially complied with all applicable provisions of this chapter.

    (c)

    A permit shall be issued or denied within 25 days of receipt of an application by the county administrator. A denial shall contain specific reasons therefor.

    (d)

    All permits shall expire on the date specified therein. Permits shall be renewed as stated therein. Permit renewal procedures shall be the same as for new permits.

    (e)

    Should a permit holder, after receiving written notice of an infraction, fail to correct conditions not in accordance with the provisions of this chapter, his permit shall be revoked by the county administrator.

    (f)

    If a collector proposes any change in the number or type of vehicles to be used in collection, in types of solid wastes to be collected, in the place or method of disposal, in the routes to be served, in the frequency of collection, or in the rates charged, he shall notify the county administrator before making such changes.
