Before commencement of construction of any water system or any extension, alteration
or enlargement of any existing water system, the owner of the system shall first obtain
a written permit signed by the county engineer. The application for such permit shall
be made on a form furnished by the county engineer, which the applicant shall supplement
by any plans, specifications, and other information as may be deemed necessary by
the county engineer. The provisions of this section shall not apply to construction
of internal distribution system facilities serving mobile home parks, industrial and
commercial complexes, apartment complexes and similar uses.
