The connection of the water service line into the public water line shall be at the
branch or lateral provided by the initial development. If the property owner wishes
to change the location of the branch or lateral, the full cost of providing a second
point of connection shall be borne by the property owner. The connection of the water
service line into the public water line shall conform to the requirements of the building
and plumbing codes and other applicable rules and regulations of the department and
shall be supervised by the department. If the water service is not located to a property,
it will be the property owner's responsibility to install the water service.
