§ 82-238. Special rate agreements.
(a)
Any published water rate notwithstanding, it shall be within the powers of the director to negotiate with any significant user of the water system to establish special rate structures for that user. Such special rate structures shall have no effect and shall not be prejudicial towards the general rate structures established by ordinance, but shall reflect the actual costs of providing utility service to the user.
(b)
All such special rate agreements shall be reviewed by the director at such time as new general rate structures are proposed, but each such special agreement shall be reviewed at least every two years.
(c)
Special rate agreements shall be approved by the board of supervisors before becoming effective.
(d)
All other provisions of this article notwithstanding, it shall be within the powers of the director to negotiate terms for payment of connection charges by an applicant for water service to other than single-family residential premises. Such agreements to permit extended periods for payment of the established fees, with such interest charges as may be negotiated, shall be approved by the board of supervisors.
