§ 82-539. Prorated bills.
When bills are rendered for periods of use less than a complete billing period pursuant to this division, they shall be computed as follows:
(1)
The minimum charge for the billing period shall be computed using the amounts shown in the schedules for each complete calendar month service was rendered during the billing period.
(2)
The minimum charge shall be prorated for the number of days of use for any remaining periods of service of less than one calendar month and shall be added to the amount computed in subsection (1) of this section to produce the total minimum charge for the billing period.
(3)
The charge for the actual number of gallons of wastewater collected shall be computed at the commodity charge listed in the schedule.
(4)
The minimum bill for wastewater service or both water and wastewater service shall not be less than $5.00 during any billing period. If the entire volume of water used by a county resident shall not be discharged into the county sanitary sewer, a reduction of the sewer charge by that volume shall be allowed, provided that the following are met:
a.
The user of water on such premises shall install, maintain and repair, at his own expense, a meter satisfactory to the department to record the volume of water not to be discharged to the sanitary sewer.
b.
The sewer charge shall be reduced by the volume of water not to be discharged to the sanitary sewer.
c.
The installation of the meter shall be made under the supervision of the plumbing inspector, and the meter shall be made available at all times to the department for purposes of inspection, calibration or reading. A resident may purchase a meter from the department at cost plus a ten percent handling charge or purchase a meter meeting the department's specifications from a supplier of his choice.
d.
The owner of the meter shall also be responsible for reading the meter and reporting the reading to the department no later than the fifth day of the month at the end of the billing period for the resident's area. Failure to do so will result in normal billing for the full amount.
Any falsification of meter readings or tampering with the meter will cause immediate revocation of the privilege stated in this subsection.
