§ 90-861. General regulations.

  • (a)

    These provisions for offstreet parking are intended to address the offstreet parking demands created by various land uses within the county. The standards established within this section are designed to protect the health, safety and welfare of the county by accommodating parked vehicles in a safe and functional manner with consideration given to the stormwater quality and quantity impacts of impervious parking areas.

    (b)

    No commercial-type vehicle, defined as any vehicle with a curb weight exceeding 9,000 pounds, shall be parked or stored in an R-E, R-1, R-2, R-3, or MHR zoning district, other than:

    (1)

    Such vehicles that are completely enclosed in a building or structure or completely screened from view of any public road;

    (2)

    Campers, recreational and other similarly used vehicles;

    (3)

    School buses or other similar vehicles used for public or private educational purposes.

    (c)

    No recreational vehicles shall be used for living or business purposes, or otherwise connected to utility services unless located in an approved campground or used for less than seven days, as approved by the administrator, for temporary use by any immediate family members.

    (d)

    All required offstreet parking shall be located on the same lot as the use requiring the parking except under the following conditions:

    (1)

    Required parking spaces are on a contiguous lot under the same ownership or in a permanent parking easement on contiguous property. Contiguous lots providing parking for more than one use shall provide sufficient spaces to comply with the parking requirements for all uses.

    (2)

    For use types other than residential uses, required parking spaces may be located up to 600 feet away from the use that requires the parking spaces, so long as the property providing the parking is under the same ownership or is in a permanent parking space contractual easement for use of the parking spaces.

    (e)

    The number of handicap accessible parking spaces shall be provided as required in the Virginia Uniform Statewide Building Code (VUSBC).

    (f)

    All required offstreet parking spaces may be located within any required yard unless the yard is required for screening buffering or landscaping purposes.
