§ 90-862.2. Offstreet parking—Minimum spaces required.

  • (a)

    When the parking requirement for a use is not defined in this section, and no similar land use is listed, the administrator shall determine the number of spaces to be provided on the premises.

    (b)

    There shall be provided at the time of erection of any main building or at the time any main building is being enlarged, minimum offstreet spaces shall be as follows:

    (1)

    In all residential districts there shall be provided either in a private garage or within the parking lot two parking spaces for single-family dwellings and one parking space per each bedroom for multifamily apartment units.

    (2)

    Church, high school, college and university auditoriums; theaters; stadiums and other similar places of assembly shall provide at least one parking space for every five fixed seats in such building.

    (3)

    Hospitals, nursing homes, and other assisted care facilities shall provide one space per employee on shift plus one space per three residents.

    (4)

    Educational facilities—Primary school: one space for per employee; Secondary: one space per employee plus one space for every four students in 11th and 12th grades; Collegiate: one space per employee plus one space for every student enrolled at the college campus.

    (5)

    Medical and dental offices shall provide at least ten parking spaces. Three additional parking spaces shall be furnished for each doctor or each dentist having offices in excess of three doctors or dentists in the medical practice.

    (6)

    Professional office buildings shall provide six parking spaces for the first 1,000 square feet of leasable space, after which an additional parking space shall be provided for each 500 square feet of leasable office space.

    (7)

    Financial institutions shall provide three spaces per 1,000 square feet of leasable office space plus the required drive-through stacking spaces for the windows and ATM lanes.

    (8)

    Automobile repair services shall provide two spaces per repair bay plus one space per employee on shift.

    (9)

    Commercial indoor recreational shall provide one space per four persons based upon maximum occupancy plus one space per employee on shift.

    (10)

    Commercial outdoor recreational shall provide one space per golf hole or driving range tee area; two spaces per tennis court; and one space per participant in other outdoor sporting events at the complex.

    (11)

    Hotel and extended stay lodging shall provide one space per guest room plus one space per employee per shift.

    (12)

    Retail stores shall provide one parking space for each 500 square feet of retail floor space in the building. Convenience stores shall also provide one space at each gas pump dispenser in lieu of additional parking spaces.

    (13)

    Restaurants shall provide one space per four seats plus one space per employee on shift; drive-through lanes also provide stacking spaces.

    (14)

    Manufacturing and warehousing facilities shall provide one space per employee on shift and one space per each truck driver on shift.

    (15)

    Mini-warehouse complexes shall provide two parking spaces for the resident managers plus two spaces per 100 storage units and to provide parking for any rental trucks as an accessory to the mini-storage complex.

    (16)

    Specific parking requirements shall be determined by the administrator based on requirements for similar uses, location of the proposed land use, and the expected demand and traffic generated by the proposed land use.

    The following contains minimum parking requirements for land uses with elements having different functions. The administrator shall consider and decide the minimum parking required for land uses containing a mixture of these and other similar elements:

    a.

    Indoor sales, display or service area shall be one space per 500 square feet and outdoor sales, display or service area shall be one space per 2,000 square feet typically during holiday or seasonal retail sales periods.

    b.

    General equipment servicing or manufacturing shall be one space per 1,000 square feet and industrial indoor warehousing or outdoor storage shall be one space per 5,000 square feet of screened storage yard space.
