Article XIX. OFFSTREET PARKING AND LOADING REQUIREMENTS |
§ 90-862.1. Vehicle and pedestrian access standards.
(a)
All offstreet parking areas shall be designed to provide safe vehicle access to a public road and safe delineated pedestrian access from parking spaces and/or to pedestrian sidewalks to the use or structure being served by the parking area.
(b)
Aisles between rows of parking and aisles providing access to parking areas shall comply with these design standards. Cross-access easements shall be established in all new parking areas which shall permit the connection or eventual connection of parking areas on adjoining lots.
(c)
The minimum width of a driveway shall be ten feet for a single lane and 20 feet for a double lane. Minimum aisle dimensions and adequate backup space shall be provided for all parking spaces. The minimum width of drive-in window aisles shall be ten feet.
(d)
Parking spaces shall have a minimum width of nine feet and a minimum depth of 18 feet except as specifically listed:

When parking spaces are adjacent to landscaped areas, the paved depth of such spaces may be decreased by two feet to provide for a vehicle overhang area provided there are bumper blocks for safety.
(2)
Spaces for compact vehicles may provide up to 30 percent of the required spaces. Compact spaces shall be located in groups of five contiguous spaces and should be located near the building. They shall have a minimum width of eight feet and a minimum depth of 16 feet. These spaces shall be clearly marked as reserved for compact vehicles by small signage or by pavement markings.
(3)
Spaces for motorcycles, motor scooters, or other licensed vehicles may provide up to ten percent of the required parking spaces. They shall have a minimum width of four feet and a minimum depth of eight feet. These spaces shall be clearly marked as motorcycle spaces by small signage or by pavement markings.
(4)
Spaces for electric vehicles (EV) and their related charging stations may provide up to ten percent of the required parking spaces. They shall have a minimum width of eight feet and a minimum depth of 16 feet. These spaces shall be clearly marked as reserved for electric vehicles and be pre-wired for charging stations.
